I have text resources in Android, some have already been translated, while others are unavailable.

Is there a tool that can import Value XML file besides the Value XML file for Italian and checks whether it is missing and helps in incorporating unavailable translations?

I tried Omgati, this program imports Android resources and also writes in it. However, it did not show translated content already. Virtal Translator does not support XML files as input.

I have to make a simple tool outside Eclipse, so that I can help others translate things.

I've been considered the easiest and easy to use for Android string translation. It supports Android XML string import and I believe that you can import your individual files in a single translation and it will fill your unavailable definitions. Export will provide you an XML with all your definitions together, and it also has automatic translations or you can invite translators / friends to work with you by putting your email into that translation.
