java - easiest way to make a web service that reads/writes files -

I'm new to developing web services, so I need an advice about the following:

  • Online service reads two files from user (should I read them from the user's machine or should I save them on the server and read them from there?)
  • Must appear in the table.
  • When a user clicks on a cell, then the row and column of this cell must be saved for later use (should I save these numbers in variables or local files?)
  • The Java program on the server should be called, it uses numbers (produced from step 3) as input.

How can this be done? Which language should be used? Your help is appreciated!

I would like to go with PHP as you are trying to complete it directly Further JavaServlet may end up (using a CGI called a Java program will be called red), and Javascript is normally a client side which does not sound like what you want.
