windows - GetKnownFolderPath return empty string -


I am using this code (Delphi 7) to get users' cookies folder under win7. 

  function MyCookieDir: string; Start the result: = ''; If Win32MajorVersion & gt; = 6 Then result: = GetKnownFolderPath (FOLDERID_Cookies, 0, 0); End;   
 On some pc the function returns an empty string. Why?
